Deputy Speaker

Ann Barker at the Legislative Assembly doorwayAs Deputy Speaker of the Legislative Assembly in the State Parliament, Ann supports and assists the Speaker, Jenny Lindell MP, with her duties.

The Speaker’s powers, functions and duties may be categorised as constitutional, traditional and ceremonial, statutory, procedural and administrative. 

Principally, the Deputy Speaker assists the Speaker in presiding over the debates of the House to ensure that the dignity and decorum of the House is preserved and to protect the rights and privileges of members.

The Chair must also ensure that during debate the rules of parliamentary procedures as embodied in the standing orders and practice are accurately and correctly interpreted and applied. 

During debate on a bill where amendments to that bill have been moved and members wish to debate the clauses of the bill in detail (consideration in detail), the Speaker leaves the chair.  The Deputy Speaker then chairs the consideration in detail stage, during which clauses of the bills are examined in detail and amendments considered.
